VOICE CIC is a community interest company working with buildings, land and people to create places where nature, community and local life can flourish.

 

We work through long-term stewardship, practical projects and partnerships. Our role is to hold space, build relationships and support ideas that connect environmental care with everyday community life.

We believe places have voices. Rivers, trees, buildings, neighbourhoods, local people and creatures all carry knowledge about what a place is, what it needs and what it could become. VOICE CIC exists to help those voices be heard, organised and acted upon.

Through our places and projects, we support learning, small-scale enterprise, community participation and nature-based action across North Yorkshire and beyond.

George Eglese

Director

George is a designer and place strategist working across identity, landscape, heritage, ecology and civic imagination. His work focuses on revealing the deeper character of places and turning that understanding into practical frameworks for renewal, stewardship and public engagement.

He is the founder of Harrogate Cure and Harrogate Wildbelt, two connected initiatives exploring how Harrogate’s spa heritage, green spaces, waterways, landscapes and civic identity can be reimagined for the twenty-first century. This work brings together health, culture, nature recovery, green social prescribing, heritage interpretation and place identity, positioning Harrogate’s historic role as a spa town as a living framework for future regeneration.

George also helped establish Knaresborough Forest Park through Long Lands Common, supporting the acquisition and stewardship of around 100 acres of community-owned land. He sits on the Harrogate Town Plan committee, leading on the natural environment, and has also served with YHACS and the Royal Hall Restoration Trust.

 

Through his studio Fontis, he works with local authorities, community organisations, environmental groups and civic partners across place identity, storytelling, environmental projects, cultural initiatives and events.

 

Within Voice CIC, George brings strategic storytelling, design-led thinking and the ability to translate complex ideas into coherent public programmes.

Shan Oakes

Director 

Shan brings extensive experience in education, sustainability, public policy, community action and environmental organising. Her work has moved between international development, local government and grassroots civic life, with a consistent focus on learning, participation and social and environmental change.

She has provided consultancy services for organisations including ActionAid, the European Commission, the Department for International Development and the Forum of Education NGOs Uganda. She has also held senior roles in local education authorities and City of York Council, working across governance, procurement, policy development, implementation and partnership delivery, including work as a SEN Development Officer and through the Safer York Partnership.

 

Locally, Shan is deeply involved in civic and environmental action. She is a councillor on Knaresborough Town Council, Mayor of Knaresborough in 2026, and a councillor on Scriven Parish Council. She set up and co-ordinated Friends of the Earth Knaresborough and Harrogate, and helped catalyse the Nidd Action Group.

 

Within Voice CIC, Shan brings policy experience, community leadership and a strong understanding of how local action can connect to wider environmental and social change.

Bill Rigby

Director 

Bill brings substantial experience in education, governance, public policy, international development and civic leadership. His work has combined senior strategic roles with practical local stewardship, supporting organisations and communities through periods of change, development and public benefit.

He was Chair of the Development Education Association from 1996 to 2001, served on the governing body of Friends of the Earth UK, and was Vice Chancellor of Kampala International University. His consultancy work has included ActionAid, the European Commission and the Department for International Development, including work connected to the Earth Charter.

Bill has also held senior roles in local education authorities, including Humberside County Council and Lincolnshire County Council. His work included leading a four-year reorganisation of schools in the City of Hull, and acting as lead officer for the introduction of the National Curriculum and local management of schools.

 

Locally, he is a former Knaresborough Town Councillor, served as Mayor in 2016, and has chaired Knaresborough Civic Society since 2021.

 

Within Voice CIC, Bill brings governance, institutional knowledge, strategic oversight and a strong commitment to civic responsibility.
